  "text": "(1) The Scottish Ministers may, to such extent and subject to such conditions as they think appropriate, delegate any of their functions under this Part (other than a function relating to the making of an order or regulations) to such person as they may determine.\n(2) A delegation under subsection (1) may be varied or revoked at any time.",
