  "text": "(1) Any power of the Scottish Ministers to make regulations under this Act includes power to make different provision for different purposes or areas.\n(2) Regulations under section 1(3) or (4) are subject to the negative procedure.\n(3) Regulations under section 9(1), 13(1), 14(10) or (11), 19(1), (5) or (6), 20(1) or 79(1) are subject to the affirmative procedure.\n(4) This section does not apply to regulations under section 86(2).",
