The Secretary of State, in exercise of the powers conferred on him by sections 1, 2 and 3 of the Housing (Financial Provisions) (Scotland) Act 1978^f1, and of all other powers enabling him in that behalf, since it appears to him that after the time when the amount mentioned in section 1(2)(a) of the said Act was estimated for 1986-87 the eligible expenditure of local authorities for that year has been substantially decreased by reason of changes which have taken place in the level of the matters specified in section 1(3)(b) of the said Act, and that account was not taken of those changes when the amount mentioned as aforesaid was estimated, and after such consultation with such associations of local authorities as appear to him to be concerned as is required by the said sections 1, 2 and 3, and with the consent of the Treasury, hereby makes the following Order, a draft of which has been approved by the House of Commons:
