  "text": "Before setting, revising or withdrawing standards under section 111 or issuing, revising or withdrawing guidance under section 112, the Welsh Ministers must consult—\n(a) one or more bodies appearing to them to represent the interests of local housing authorities,\n(b) one or more bodies appearing to them to represent the interests of tenants, and\n(c) any other persons the Welsh Ministers consider it appropriate to consult.",
