  "text": "(This note is not part of the Order)\nThis Order removes, in relation to local housing authorities in England and in relation to the described services, the discretion, which was conferred by section 127 of the Leasehold Reform, Housing and Urban Development Act 1993, of local housing authorities in England to account for housing welfare services in their Housing Revenue Accounts.",
