  "text": "This Order applies to hovercraft which are used—\n(i) wholly or partly on or over the sea or navigable waters; or\n(ii) on or over land to which the public have access or non-navigable waters to which the public have access; or\n(iii) elsewhere for the carriage of passengers for reward:\nProvided that this Order shall not:\n(a) apply to hovertrains; nor\n(b) prejudice the operation of section 19 of the Road Traffic Act 1962.",
