  "text": "Doctors\nDentists\nPersons lawfully conducting a retail pharmacy business within the meaning of section 69 of the Medicines Act 1968.\nAuthorities or persons carrying on the business of—\n(a) an independent hospital, independent clinic or independent medical agency,\n(b) a hospital or health centre which is not an independent hospital or independent clinic, or\n(c) in Northern Ireland, a nursing home.\nHolders of wholesale dealer's licences or persons to whom the restrictions imposed by regulation 18(1) do not apply by virtue of an exemption in these Regulations.\nMinisters of the Crown and Government departments.\nScottish Ministers.\nWelsh Ministers.\nA Northern Ireland Minister.\nAn NHS trust.\nAn NHS foundation trust.\nA local authority in the exercise of public health functions (within the meaning of the National Health Service Act 2006).\nThe United Kingdom Health Security Agency .\nPublic Health Agency.\nThe Common Services Agency.\nA health authority or a special health authority.\n. . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . .\nA person other than an excepted person who carries on a business consisting (wholly or partly) of supplying medicinal products in circumstances corresponding to retail sale, or of administering such products, pursuant to an arrangement made with—\n(a) an NHS trust or an NHS foundation trust;\n(b) the Common Services Agency;\n(ba) an integrated care board;\n(bb) NHS England;\n(bc) a local authority;\n(bd) the United Kingdom Health Security Agency;\n(be) Public Health Agency; or\n(c) a health authority or a special health authority; ...\n(d) . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . .\nA person other than an excepted person who carries on a business consisting (wholly or partly) of the supply or administration of medicinal products for the purpose of assisting the provision of health care by or on behalf of, or under arrangements made by—\n(a) a police force in England, Wales or Scotland;\n(b) the Police Service of Northern Ireland;\n(c) a prison service; ...\n(d) Her Majesty’s Forces; or\n(e) a contractor carrying out helicopter search and rescue operations on behalf of the Maritime and Coastguard Agency.\nIn this Schedule “excepted person” means—\n(a) a doctor or dentist; or\n(b) a person lawfully conducting a retail pharmacy business within the meaning of section 69 of the Medicines Act 1968.",
