  "text": "(1) The Secretary of State may appoint a person to act as agent for the Secretary of State—\n(a) in the exercise of any of the management powers in regulations 14, 15(1)(b) and (5) and 17(1);\n(b) to assist the Secretary of State in the discharge of the Secretary of State’s duty under regulation 15(3);\n(c) to make a payment from a temporary management account under regulation 20(1); or\n(d) to pay into a temporary management account a payment described in regulation 20(2).\n(2) The Secretary of State must ensure that an appointment under paragraph (1) provides that—\n(a) it does not continue after the end of the management period; and\n(b) it may be terminated before the end of the management period where a termination notice provides for an early termination.",
