  "text": "A person guilty of an offence under regulation 36 is liable—\n(a) on summary conviction, to a fine not exceeding—\n(i) except in Scotland, the statutory maximum;\n(ii) in Scotland, £5000;\n(b) on conviction on indictment, to a fine.",
