  "text": "Any person who without lawful authority—\n(a) intentionally or recklessly obstructs any person acting under the authority of the Council in constructing, using or maintaining the works; or\n(b) interferes with, moves or removes any plant or equipment used in the construction, use or maintenance of the works;\nis guilty of an offence and liable on summary conviction to a fine not exceeding level 3 on the standard scale.",
