  "text": "In this Part—\n“contract” means a contract whether express or implied and, if express, whether oral or in writing;\n“public authority” has the meaning given by section 78;\n“relevant Minister” means the Secretary of State or the Minister for the Cabinet Office ;\n“Wales” has the same meaning as in the Government of Wales Act 2006.",
