The Lord Chancellor, in exercise of the powers conferred by sections 58(2) and 166(3) of, and paragraphs 3 and 4 of Schedule 4 to, the Immigration and Asylum Act 1999^f1 and section 22 of the Immigration Act 1971^f2 so far as paragraph 25 of Schedule 2 to that Act relates to section 22, and of all other powers enabling him in that behalf, after consultation with the Council on Tribunals in accordance with section 8 of the Tribunals and Inquiries Act 1992^f3, makes the following Rules—
