  "text": "(1) This Part applies to appeals to an adjudicator against a relevant decision.\n(2) In this Part, and in Part 6 insofar as it applies to appeals to an adjudicator—\n(a) “appellant” means a person appealing to an adjudicator;\n(b) “respondent” means the decision maker specified in the notice of decision against which the appellant is appealing.",
