  "text": "In these Regulations—\n“the 1971 Act” means the Immigration Act 1971;\n“the 1997 Act” means the Special Immigration Appeals Commission Act 1997;\n“the 1999 Act” means the Immigration and Asylum Act 1999;\n“the 2002 Act” means the Nationality, Immigration and Asylum Act 2002;\n“citizens' rights immigration decision” means a decision which can be appealed against under the Immigration (Citizens' Rights Appeals) (EU Exit) Regulations 2020.\n“decision-maker” means—\n(a)the Secretary of State;\n(b)an immigration officer;\n(c)an entry clearance officer;\n...\n“entry clearance officer” means a person responsible for the grant or refusal of entry clearance;\n...\n“minor” means a person who is under 18 years of age;\n“notice of appeal” means a notice in the appropriate prescribed form in accordance with the Procedure Rules;\n“Procedure Rules” means rules made under section 22 of, and Schedule 5 to, the Tribunals, Courts and Enforcement Act 2007;\n“representative” means a person who appears to the decision-maker—\n(a)to be the representative of a person referred to in regulation 4(1) below; and\n(b)not to be prohibited from acting as a representative by section 84 of the 1999 Act.",
