  "text": "(1) A notice given under regulation 4(1)—\n(a) is to include or be accompanied by a statement of the reasons for the decision to which it relates; ...\n(b) . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . .\n(2) . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . .\n(2A) . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . .\n(3) ...
