  "text": "For the purposes of section 10(6)(a) (classes of person to whom directions may be given), the following classes of person are prescribed—\n(a) owners of ships;\n(b) owners of aircraft;\n(c) agents of ships;\n(d) agents of aircraft;\n(e) captains of ships about to leave the United Kingdom;\n(f) captains of aircraft about to leave the United Kingdom; and\n(g) persons operating an international service.",
