  "text": "SOCIAL SECURITY\nMade 21st October 1991\nLaid before Parliament 21st October 1991\nComing into force 11th November 1991\nThe Secretary of State for Social Security in exercise of the powers conferred by sections 22(1) and 84(1) of the Social Security Act 1986 and section 166(1) to (3A) of the Social Security Act 1975 and of all other powers enabling him in that behalf, and after reference to the Social Security Advisory Committee, hereby makes the following Regulations:",
