  "text": "SOCIAL SECURITY\nMade 13th February 1991\nLaid before Parliament 20th February 1991\nComing into force\nregulations 1 and 9 and 10 13th March 1991\nregulations 2 to 8 and 11 to 14 8th April 1991\nThe Secretary of State for Social Security in exercise of the powers conferred bysections 20(1)(a), (3)(a) and (d), (4), (12)(d) and (e), 22(1), (8) and (9) and 84(1) of the Social Security Act 1986 and section 166(1) to (3A) of the Social Security Act 1975 and of all other powers enabling him in that behalf, after agreement by the Social Security Advisory Committee that proposals to make these Regulations should not be referred to it, hereby makes the following Regulations:",
