  "text": "(This note is not part of the Regulations)\nThese Regulations further amend the Income Support (Transitional) Regulations 1987 by providing for a person’s transitional addition not to be reduced by any increase in his applicable amount attributable to the temporary presence in the claimant’s household of a child or young person who is in the care of a local authority (regulation 2).\nThe Regulations are made before the expiry of 6 months from the commencement of the enactment under which they are made; they are accordingly exempt by section 61(5) of the Social Security Act 1986 from reference to the Social Security Advisory Committee and have not been so referred.",
