  "text": "In relation to qualification as a Training Provider, subject to regulation 7, a person or body shall be a qualifying person if—\n(a) that person or body has registered with a Training Account Administrator in terms of regulation 6; and\n(b) that registration has not been suspended, withdrawn or cancelled.",
