  "text": "An industrial training order may make provision with respect to—\n(a) the tenure of office of the members of the board;\n(b) the quorum and, subject to paragraphs 6 and 7 above, the proceedings and meetings of the board;\n(c) the execution of instruments by and on behalf of the board and the proof of documents purporting to be executed, issued or signed by the board or a member, officer or servant thereof;\nand any provision made by virtue of sub-paragraph (b) above may enable votes to be cast by proxy.",
