  "text": "EMPLOYMENT AND TRAINING\nMade 21st February 1991\nLaid before Parliament 6th March 1991\nComing into force –\nAll provisions except articles 3 and 4 31st March 1991\narticles 3 and 4 30th September 1991\nThe Secretary of State, in exercise of the powers conferred on him by sections 1(1) and (7) and 4(1) and (2)(b) of the Industrial Training Act 1982 and of all other powers enabling him in that behalf, after the carrying out by him of consultations in accordance with section 1(4) of that Act, hereby makes the following Order:–",
