Article 25 Preliminary and incidental matters
As regards matters preliminary or incidental to an appeal the chairman may act for the Tribunal under rules 5(2), 8(1) and (3), 10 to 15, 17(1) and (6)(a) and (c), 18 and 24(1) and (3).
