In subsection (1)(b), after “Minister”, wherever occurring, insert “ or a strategic highways company ”.

In subsection (2), after “Minister”, wherever occurring, insert “ or a strategic highways company ”.

(4)

In subsection (5)(b), after “Minister” insert “ or a strategic highways company ”.
