The Welsh Ministers, in exercise of the powers conferred on them by sections 144 and 146(6) of the Infrastructure (Wales) Act 2024, by sections 61Z(4), (6), (9)(b) and (d) and 62R(2)(a) of the Town and Country Planning Act 1990 and by section 54(3), (4), (5) and (7) of the Planning and Compulsory Purchase Act 2004, make the following Regulations.
