  "text": "LOCAL GOVERNMENT, ENGLAND AND WALES\nMade 3rd March 1983\nLaid before Parliament 11th March 1983\nComing into Operation 1st April 1983\nThe Secretary of State for the Environment, being satisfied as respects each district mentioned in Article 2 of this order that it includes the whole or part of an inner urban area in which special social need exists, and that the conditions giving rise to the existence of that need could be alleviated by the exercise of the powers conferred by the Inner Urban Areas Act 1978, in exercise of the powers conferred on him by sections 1(1) and 15 of that Act, and of all other powers enabling him in that behalf, hereby makes the following order:—",
