"text": "This Order designates five further districts for the purposes of the Inner Urban Areas Act 1978.\nDistricts may be designated under this Act by the Secretary of State if he is satisfied they include an inner urban area in which social needs exist and the conditions giving rise to those needs may be alleviated by the use of the powers afforded by the Act. These powers enable the district and county council to make grants and loans for a variety of purposes including e.g. the cost of works on land.\nOnce a district has been designated, “special areas” and “improvement areas” may be established. Further powers to make loans or grants are exercisable in relation to such areas.",
