  "heading": "Powers to amend Schedule",
  "text": "(1) The Welsh Ministers may by regulations amend this Schedule—\n(a) so as to provide that a social landlord registered under Part 1 of the Housing Act 1996 is excluded from being “eligible” for the purposes of this Part;\n(b) so as to reverse the effect of any provision made under paragraph (a).\n(2) Regulations under this paragraph extend to England and Wales only.\n(3) A statutory instrument containing regulations under this paragraph may not be made unless a draft of the statutory instrument containing them has been laid before and approved by a resolution of Senedd Cymru.",
