The Secretary of State, in exercise of the powers conferred upon him by Rule 12.1 of the Insolvency Rules 1986^f1 and section 411 of, and paragraph 27 of Schedule 8 to, the Insolvency Act 1986^f2 hereby makes the following Regulations:—
