  "text": "(1) Paragraph (2) below shall apply to any application made to a competent authority on or after the commencement date.\n(2) There shall be added at the end of paragraph 1 of Part I of Schedule 1 the words “or by any institution specified from time to time by Order of the Privy Council under section 76(1) of the Further and Higher Education Act 1992 or section 48(1) of the Further and Higher Education (Scotland) Act 1992”.",
