# The Invasive Alien Species (Enforcement and Permitting) (Amendment) Order 2019, Introduction: Introductory text

Coming into force 30th September 2019
The Secretary of State and the Welsh Ministers make this Order in exercise of the powers conferred by section 2(2) of the European Communities Act 1972 (“the 1972 Act”), and by section 22(5) of the Wildlife and Countryside Act 1981.
The Secretary of State has been designated for the purposes of section 2(2) of the 1972 Act in relation to the environment, and the Welsh Ministers have been designated for those purposes in relation to the prevention and remedy of environmental damage.
