  "text": "(1) This Order is enforced by enforcement officers and designated customs officials.\n(2) The competent authorities for the purpose of the official controls referred to in Article 15 of the Principal Regulation (which requires the designation of competent authorities responsible for official controls to prevent the introduction into Great Britain of invasive alien species) are—\n(a) in England and the offshore marine area—\n(i) the Secretary of State;\n(ii) the Food Standards Agency;\n(iii) county councils, district councils, Port Health Authorities, London borough councils; and\n(iv) in the city of London, the Common Council of the City of London;\n(b) in Wales—\n(i) the Secretary of State;\n(ii) the Welsh Ministers;\n(iii) the Food Standards Agency; and\n(iv) county councils, county borough councils and Port Health Authorities;\n(c) in Scotland—\n(i) the Secretary of State;\n(ii) the Scottish Ministers;\n(iii) Food Standards Scotland; and\n(iv) councils constituted under section 2 of the Local Government etc. (Scotland) Act 1994 .\n(d) . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . .\n(3) In this Part, references to—\n(a) import into the United Kingdom are references to import into the United Kingdom by introduction into Great Britain,\n(b) export from the United Kingdom are references to export from the United Kingdom by transportation from Great Britain,\nand cognate expressions shall be construed accordingly.",
