  "text": "In this Part, “appropriate minister” means—\n(a) in relation to a function so far as exercisable within devolved competence within the meaning of the Scotland Act 1998 , the Scottish Ministers;\n(b) in relation to a function so far as exercisable within devolved competence within the meaning of the Government of Wales Act 2006 , the Welsh Ministers;\n(c) in relation to a function so far as it deals with a transferred matter within the meaning of the Northern Ireland Act 1998 , a Northern Ireland department;\n(d) otherwise, the Secretary of State.",
