The relevant Orders were made under the United Nations Act 1946 (“the 1946 Act”), and comprise measures giving effect to the decision of the Security Council of the United Nations as set out in United Nations Security Council Resolution 661 of 6 August 1990 (“the 1990 resolution”).",
