Whereas the Irvine Harbour Company is a harbour authority within the meaning of the Pilotage Act 1987^f1, but is not a competent harbour authority within the meaning of that Act, and whereas it wishes to be treated for the purposes of the Act as such an authority, now therefore the Secretary of State for Transport, on the application of the Irvine Harbour Company, in exercise of the powers conferred on him by sections 1(4) and 32(1) of the Pilotage Act 1987, and of all other powers enabling him in that behalf, hereby makes the following Order:
