  "text": "The Council shall exercise and perform in the Isles of Scilly the functions conferred or imposed—\n(a) on district councils which are coast protection authorities, by Part I (coast protection) of the 1949 Act; and\n(b) on district councils, by section 98 (powers to undertake drainage works against flooding) of the 1976 Act.",
