  "text": "(This note is not part of the Order)\nThe annual limit on the amount of expenditure which a local authority may incur for purposes not otherwise authorised is determined under section 137(4) of the Local Government Act 1972 by reference to the sum appropriate to that authority by virtue of section 137(4AA) of that Act.\nSection 137 of the 1972 Act applies to the Council of the Isles of Scilly by virtue of section 265 of that Act and the Isles of Scilly Order 1978.\nThis Order varies the 1978 Order. The effect of the variation is that, for the purposes of the application to the Council of the Isles of Scilly of section 137(4AA) of the 1972 Act, the Council is treated as if it were a metropolitan district council.",
