  "text": "(1) The appropriate national authority may by regulations (“supplementary regulations”)—\n(a) make provision (including transitional provision) supplementing that made by this Schedule;\n(b) make provision that is consequential on or incidental to that made by this Schedule.\n(2) The following provisions of this Part are not to be read as limiting the power conferred by sub-paragraph (1).",
