The Secretary of State for Education and Employment, in exercise of the powers conferred by sections 19(2), 19(10)(c) and 35(1) of the Jobseekers Act 1995f1, and after agreement by the Social Security Advisory Committee that proposals in respect of these Regulations need not be referred to itf2, hereby makes the following Regulations:
