  "text": "(1) If the proposed joint waste authority has the function of disposing of biodegradable municipal waste, the arrangements to ensure the fulfilment of its duties as a waste disposal authority for the purposes of the Waste and Emissions Trading Act 2003.\n(2) In this paragraph, “biodegradable municipal waste” has the meaning given by section 21 of that Act.",
