  "text": "(1) Schedules 2 and 3 (which make consequential and transitional provision) have effect.\n(2) The Secretary of State may by order made by statutory instrument make such transitional, transitory or saving provision as the Secretary of State considers appropriate in connection with the coming into force of any provision of this Act.",
