  "text": "(1) No authorised development shall commence until the Secretary of State, in consultation with the MCA, has given written approval of a plan for an active safety management system in accordance with the MCA recommendations in Annex 4 of the document MGN 371 Offshore Renewable Energy Installations (OREIs) – Guidance on UK Navigational Practice, Safety and Emergency Response Issues.\n(2) No authorised development shall commence until the Secretary of State, in consultation with the MCA, has given written approval of a plan providing full details of the emergency co-operation plans for the construction, operation and decommissioning phases of the authorised development which satisfies the MCA recommendations in Annex 5 of the document MGN 371 Offshore Renewable Energy Installations (OREIs) – Guidance on UK Navigational Practice, Safety and Emergency Response Issues.\n(3) The active safety management system and emergency response and co-operation plans must be implemented as approved unless otherwise agreed in writing by the Secretary of State.",
