  "text": "(1) No part of the authorised development may be commenced until written details of the siting, design and layout of any new permanent or temporary means of access to a highway for that part has been submitted to and approved in writing by the relevant planning authority.\n(2) The highway accesses must be constructed in accordance with the approved details.",
