  "text": "Where a written request is made to a local planning authority by any person appearing to them to have an interest in the land which is the subject of a certificate under section 17 for—\n(a) the name and address of the applicant for the certificate and the date of the application, and\n(b) a copy of the certificate,\nthe local planning authority shall furnish such person with such information and a copy of the certificate, if any, or shall pass the written request to the local planning authority whose function it is to issue the certificate, which authority shall then comply with such request.",
