  "text": "Col. 1\nCol. 2\nCol. 3\nCol. 4\nCol. 5\nInstrument to which, or in pursuance of which anything is done to which the loss or diminution is attributable\n“Relevant authority”\nCompensating authority\n“Material date” for purposes of regulations 3 and 5\n“Material date” for any other purposes\n1. A scheme under section 10 of the Act\n1. The drainage body from whom the rights etc. of the drainage body were transferred to the water authority making the scheme\n1. The water authority to whom the transfer effected by the scheme was made\n1. The date on which the scheme was made\n1. The date on which the scheme came into effect\n2. A scheme under section 11 of the Act\n2. Any drainage body to whom, or to whose drainage district, the scheme relates\n2.
