  "text": "The Secretary of State may, at the request of and by agreement with the authorised persons under an improvement order, execute, in such manner as may be agreed between him and those persons, such of the drainage or protective works specified in the said order as may be so agreed, and may recover from those persons the cost of executing the said works.",
