  "text": "The Scottish Ministers may not lay a draft of the first regulations under section 39(1) before the Scottish Parliament unless—\n(a) they have consulted in accordance with section 41, and\n(b) following that consultation, they have laid before the Scottish Parliament—\n(i) proposed draft regulations, and\n(ii) an explanatory document prepared in accordance with section 42.",
