For rule 19 substitute—

“First registration applications

(1)

An application for first registration shall be made on Form FR1.

(2)

A mortgagee under a mortgage falling within section 123(2) of the Act may apply for the legal estate charged by the mortgage to be registered whether or not the mortgagor consents.”
