  "text": "Provided always and be it enacted by the Authority aforesaid That all the Waterworks in the Borough of Southwarke shall be rated and assessed by the Co[m]missioners and Assessors of the County of Surrey and not by the Co[m]missioners or Assessors for the City of London any thing herein before contained to the contrary thereof notwithstanding.",
