  "text": "Provided always and be it enacted That all the Water-works in the City or Liberty of Westminster shall be rated and assessed by the Co[m]missioners and Assessors for the said City and Liberty and not by the Co[m]missioners or Assessors of the said City of London Any thing herein contained to the contrary notwithstanding.",
